Westfield Police Chief Parizeau Issues Memo Detailing Hand Scanner Usage by "ALL PERSONNEL"

The following are the contents of a memo issued from Westfield Police Chief John M. Parizeau to all peronnel and obtained by The Fact of the Matter

Re:          General Order 2006-2 - Update and amendment

The Biometric Hand Scanner has been in effect since August 8, 2006.  General Order 2006-2 directs the use of the Hand Scanner by all personnel.  The Department has allowed adequate time for all personnel to become familiar in the use of the Biometric Hand Scanner.  Because a number of employees are disregarding this order, it has become necessary to do the following.

Effective immediately the Watch Commander and Division Captains will be responsible to check the program.Time Clock Manager to insure their direct personnel have scanned in and out for their assigned shifts.  Supervisory personnel will be held strictly accountable for not only themselves scanning in and out upon arrival and departure, but also the Officers under their command.  Officers working extra duty jobs, appearing in court, or working overtime will be under the command of the Watch Commander.

Failure to utilize the Biometric Hand Scanner at anytime (upon arrival and departure) will result in the Supervisor to re-train the employee in General Order 2006-2 and in the actual use of the Biometric Hand Scanner.  This re-training will be documented on a Supervisory Notice Form, which will accompany the Manual Time Entry Slip to the Operations Captain.

A second violation of failing to use the Biometric Hand Scanner will result in the Supervisor writing the Officer up on a Performance Notice and again re-train the Officer in General Order 2006-2 and in the actual use of the Biometric Hand Scanner.  The Performance Notice will accompany the second Supervisory Notice Form (documenting the re-training) and the Manual Time Entry Slip.

Any further violations will be dealt with on a formal Level.

The only legitimate excuse for failing to use the Biometric Hand Scanner is that due to technical difficulties.  If this is to occur it is the Officers responsibility to immediately notify the Watch Commander or Desk Sergeant.  The Supervisor will observe the Officer's attempt to use the Biometric Hand Scanner, and if in fact a technical difficulty is confirmed, the Supervisor will complete a Manual Time Entry Slip and document on the slip what the technical difficulty was.  This will be the only paperwork necessary to forward to the Operations Captain.

If at anytime an employee takes comp-time in between shift start and shift end, they will use the hand scanner to show those times.

Facts: 
1. The Biometric Hand Scanner has been in effect since August 8, 2006.
2. General Order 2006-2 directs the use of the Hand Scanner by all Personnel.
3. In a Memo dated October 25, 2007, Westfield Police Chief John M. Parizeau indicates that one of the reasons that the Hand Scanner was put into place was because a small number of personnel

Questions: 
1. If the Biometric Hand Scanner was put into place to combat the theft of time by personnel, from the town and essentially the tax-payer, the theft would have to have occurred before August 8th 2006.  Why did it take until October 25, 2007, over a year later, to address the thefts in a Memo to all Supervisors? 
2. If General Order 2006-2 "directs the use of the Hand Scanner by all personnel", why are not all personnel using the hand scanner?  This would include the Westfield Police Chief and others.
3. Why was the Hand Scanner subsequently disconnected and put into storage?
4. How much taxpayer money was spent on this technology to combat the theft of time by a police officer(s) and then placed in storage?
5. Integrity and honesty are paramount in the daily duties of a police officer.  Why has the Supervisor(s) not been terminated from employment for "stealing time"?

The hand scanner is just the tip of the iceburg with wasteful spending at WPD....from what I have heard the gps system for tracking squad cars is no longer in use....they are paying for an officer to work in the records bureau when he can retire they have another officer in the records bureau being a secretary to a captain when they can be put back in patrol and there by reducing overtime and saving more money in these tough times...take home cars and cell phones all paid for by the town....the one captain puts more miles on his take home car driving to and from work then when working......they have an ESU unit that will have to stand down if the county shows up....and the list goes on and on.....

  2. Why in the world would they send these memos, buy a scanner and then not use it? The scanner itself cost thousands of dollars and should be public information. The make and model alone will tell us how much tax payer money was spent. Any chance it's broken?

    The memo also refers to "comp time". I would love to learn more about that practice seeing as last time I checked comp time was illegal under federal law.

  3. What are you, Westfieldwikileaks? Poor morale goes back past Scutii and it is legendary but to see it in print, as a resident, is quite disturbing and disappointing.

  4. Actually Morale,Community Relations and Pride of Service were at an all time high under Chief A. Scutti. He modernized the Department he inherited from James Moran and adopted fair policies that were equal for all employees. The Westfield Police Department lost all Honor the day the Town Council appointed B. Tracy to Chief of Police. As long as Captain David Wayman has authority at the Westfield Police Department it will continue to fail the Westfield Taxpayers needs and remain a laughing stock within the ranks of other Police Departments. and by the way Davey doesnt have to use the scanner either because than everyone would know he only works about 30 hours a week. As for Westfieldwikileaks I am pretty sure that the hard working taxpayers of Westfield want to know the truth about their Police Department and Im sure this site will show everyone the light Nicole Stivale cant erase here so I guess her 94000 secretary salary for Davey is not being earned........ TIME FOR CHANGE.........

Hand Scanner............All Personnel.............ok so Captain Wayman and Captain Auchter are not Police Personnel? they dont utilize it,,,,,,,,WHY? and how come when Okeefe and Moffit miss scanning out a few times they are punished and when Rowe and Moore miss scanning out there is no punitive action,,,,,,WHY? because its the good old boy network OOOHHHH and should you be a female employee that wont give Davey Wayman the right time of day and you miss scanning out you get FIRED or asked to resign or be fired, This should line right up with the TRACY>CHAMBERS lawsuit......Wayman>Black lawsuit, wonder what this will cost the taxpayers?
