Westfield Police Officer Joseph Martino Suspected of Assault, Accusations of Drug Use Alleged

The Fact of The Matter has learned that Westfield Police Officer Joseph Martino was involved in a dispute with a woman that resulted in the woman's alleged claim of assault.  As a result of a police investigation yesterday, authorities learned that Martino, a 7-year veteran of the Westfield Police Department, was "off-duty" and present at a party where it is alleged cocaine and/or other illicit drugs were being used.
Martino, the son of former Linden School's Superintendent and current Roselle Interim Superintendent Joe Martino, was hired as a police officer by former Westfield Police Chief Barney Tracy.  Tracy retired from the Westfield Police Department in 2006 and soon after was hired by the Linden Board of Education to work school security.
The employment of Martino as a Westfield police officer, just prior to Tracy being hired by the Linden Bd. of Education upon his retirement from the WPD, came with speculation that Tracy had allegedly manipulated Martino's background check during his hiring process.
All police department candidates are required to go through an extensive background check prior to an offer of employment.
Officer Martino has been the subject of several WPD Internal Affairs investigations involving his conduct and some questionable arrests he has made.  One such Internal Affairs investigation resulted in the recommendation that Officer Martino be terminated however, Chief John Parizeau allegedly ignored that recommendation.

TFoTM will update this ongoing story when more details are obtained.

Taking into consideration the above statement that "All roads of corruption and evil within the Westfield Police Department can be traced directly back to B Tracy" I think anyone working for the Town during the time Jim Gildea has been town administrator would agree that his office is a "rest-stop on that road.

It is about time that the Union County Prosecutor's Office or N.J. Attorney General's Office comes in and takes over the daily operations of the police department. How is it that the police chief can travel to Aruba for ten days and then be out of the office as much as he is before and after that trip and still be an effective leader. The town made a mistake making him police chief. It's about time they correct that mistake. And please, don't think Captain Wayman is the savior. He will make Tracy and Parizeau look like geniuses.

  5. I thought it was the mayor who appoints the person to the position of police chief? Please correct me if I'm wrong. Does the mayor also appoint the town administrator to his/her position? If so we better turn out big time during the campaign process this summer and make absolutely sure we vote these bums out! And as far as the current climate in our WPD I'm with Mile Marker 135.0, some higher ups better come in and clean up this mess. This current police chief is really living the high life on the backs of the Westfield tax payers. I think I better stay anonymous with this posting for obvious reasons.

  6. Chief Parizeau's lack of transformational leadership led to the degradation of the Westfield Police Department.

  17. you're average residentMonday, May 09, 2011

Although alarming, this is not a shocker. During an arrest Martino made last summer, he admitted to the large cocaine issue in Westfield and the efforts made for Westfield residents to only read about unpaid parking ticket warrants and teenage tokers in the local police blotter. I hope Officer Martino soon becomes friends with his fellow criminals that he has locked up, that is, assuming WPD does not give him a promotion for whatever reason. As a resident, I do not feel comfortable having this monster "protect & serve" the Town of Westfield, a town that I truly love. It is quite disappointing to see the amount of tax-payer funded corruption in this town.

  18. where does the urine/blood test go? where is the chain of custody for the sample? how many people are involved with the test? are all parties involved with the testing policemen or civilians?
THIS SOUNDS LIKE A JOB FOR "FACT OF THE MATTER"

  19. It is unknown at this time who was tested, if any testing took place, and what the test (if administered)was for.

TFoTM reported that the officer was suspected of assault due to the alleged accusations of another.

TFoTM is doubtful that any information surrounding the reassignment of Officer Martino to the records bureau, including the surrendering of his department issued weapon, will be released to the public.

  20. only an OFFSPRING of a monster Martino would have never gotten on the job to begin with if TRACY didnt cover up Martinos already exsisting criminal past Once again until all of TRACYS criminal croonies are removed from WPD We will remain a corrupt organization. Free the honest cops now and remove:
    Parizeau
    Wayman
    Rowe
    Stivale

  21. How is Joe? Guess he's still playing inside. Any updates, let the Fact of The Matter Investigate this. They will provide a thorough investigation - a lot faster than Cliff

  22. this must be one complex investigation. the test results are easy to read. the female victim and other female witness gave statements. what is the hold up? cliffy has maxed out his comp time and now he's bankin $100.00 an hour in overtime. why can't he get his work done during regular hours? can this case be closed any time soon? oh well it's only tax dollars.
