WPD Promotional Sale

Westfield Police Chief David Wayman

Westfield Police Chief David Wayman has announced that the police department will be holding a promotional exam for the rank of lieutenant in the near future.  It should come as no surprise that the announcement comes as two of Wayman's underlings approach their one year anniversary holding the rank of sergeant which would make them eligible to sit for the upcoming lieutenant test.
Sergeant Joseph Costanzo and Sergeant John Tango were named sergeants after a testing process that bordered favoritism and alleged corruption.  See related story by clicking on the following link: http://07090.blogspot.com/2012/05/rank-4-sale.html
When the final test results are posted, anyone in the top three will be eligible to be chosen to fill the vacancy in the rank of lieutenant.  Once the promotion is made from the top three, #4 will move up to #3 and then becomes eligible to be promoted next until the list expires.  History has proven that officers have been "passed over" even though they have finished #1 and those not ranked in the top three can ultimately obtain a promotion even after the list of candidates has expired.
Example, John Ricerca, was promoted to lieutenant after allegedly failing the written promotional exam, but because he was "acting" lieutenant as a sergeant assigned to the detective bureau in the absence of a lieutenant that had retired, he lodged a grievance and was subsequently handed the rank of lieutenant.  Ricerca was not even ranked in the top three when test scores were initially posted.
All eyes will be on what test prep study group Costanzo and Tango attend this time around.  Based on the last round of promotions, it would behoove those seeking the coveted lieutenant rank to tap Costanzo and Tango's resources.

  1. At our departmental meeting last weekend Wayman told those in attendance that other departments are "envious" of Westield PD. if now isn't the best time to institute a mandatory drug test in our department, I don't know if there ever will be. Is he smoking crack?

    1. Another attempt by Wayman to try and make himself look good in the face of a flock that is laughing behind his back. Go ahead Dave and keep believing that other departments are envious of yours. Better to keep quiet and be labeled an idiot than to open your mouth and prove you are one.

  4. John Tango was arrested by the New Jersey State Police, handcuffed and thrown in the back seat of a troop cruiser. How did he ever become a sergeant? He should have been fired.

    1. How?
Same way Barney Tracy was promoted tall the way to Chief after he beat a handcuffed suspect in custody, punched a homeowner in the face breaking his nose after Tracy's son urinated on the homeowners property and they fled the scene but caught by Readington police down the road. Lest we forget the time he cracked up his police chief car after a night of boozing and it got covered up by Rahway police where current Sgt Jason Rodger and his brother Captain Scott Rodger (both WPD officers) have a brother that is the Rahway police chief. Oh and how about the time Barney and his buddy McCullough caused a riot at a basketball game in Newark and fled the game crashing through the security gate causing damage to a detective car. Then there was the "porn locker" incident at WPD in the supervisors locker room where Wayman stored all the porn under lock and key for his own personal pleasure. I wonder if he still has part of the List file, or any other departmental property he swiped as a souvenir like Barney used to swipe from the property room like landscaping equipment, bikes, and other unclaimed property that was supposed to be inventoried and submitted to UCPO. Shall I continue ?

  5. It's only a matter of time before Wayman blows a gasket. He can't help himself.
