Mayor Skibitsky Shields Town Administrator and Police Chief

     At last night's town council meeting, Councilman David Haas stated that the manufacturer of the Westfield Police Department's mobile command center, represented to the Utah Division of Motor Vehicles that Westfield was the owner of  a vehicle from Power Innovations, when in fact, it was not.
     The vehicle was transported to Westfield weeks before Mayor Skibitsky and fellow council members, excluding Haas, cast their final vote to pass a bond ordinance on March 19, 2013 to provide taxpayer money to fund a purchase of equipment for the police.  That "false representation" occurred in February, 2013.  TFoTM had obtained a picture of a Utah 96 Hour Motor Vehicle In-Transit Permit affixed to the windshield of a 2008 Ford Expedition "CSI" truck that was hidden parked/hidden inside a local businesses garage in February.
     In fact, Haas admitted that Westfield was not the owner of the vehicle.  Power Innovations of Utah submitted a signed "affidavit of non collusion" on April 9, 2013 with its bid to supply emergency equipment.       The bid was submitted during a bidding process outlined by the State of N.J. that commenced on April 4, 2013.
     Westfield Town Administrator Jim Gildea accepted Power Innovations bid and signed Affidavit of Non Collusion knowing that two police department employees were flown to Utah and entertained by the manufacturer prior to the bid process and the passing of the bond ordinance to purchase the equipment.       Councilman Haas stated that Westfield did not pay for the trip to Utah.  Haas admitted that "things were discussed with the vendor (Power Innovations) that were not in the bid specs."

Instructions to bidders and statutory requirements are as follows:
A bidder should be aware of the following statutes that represent "Truth in Contracting" laws.
• N.J.S.A. 2C:27-10 provides that a person commits a crime if said person offers a benefit to a public servant for an official act performed or to be performed by a public servant, which is a violation of official duty.
• N.J.S.A. 2C:27-11 provides that a bidder commits a crime if said person, directly or indirectly, confers or agrees to confer any benefit not allowed by law to a public servant.

Mayor Skibitsky reiterated his support for Police Chief David Wayman. No different from the support he had for disgraced police chiefs Bernard Tracy and John Parizeau.

  1. I don't know why the town needed this mobile command center when the county has mobile command centers in Westfield. Has anyone answered that question?

  3. If the Mayor is shielding the town administrator and the Chief who is watching out for the Captain????...hope he has a good lawyer for when he gets tossed under the bus.....Hey Chris if you need a lawyer give Robert Norton a call.....
