Westfield Police Chief Levies Fines In Lieu of Departmental Charges

The Fact of The Matter has learned that Westfield Police Chief David Wayman, currently under investigation by the Union County Prosecutors Office for alleged misconduct, levied monetary fines on police officers in lieu of departmental charges for infractions and rules and regulations violations.

Not only is the legality of this called into question, but who collected the money and where did that money go?
