  3. The information that would be interesting is the conversation between the Town Officials and the Prosecutor's Office when they dumped the mess back in the Town's lap. At that point, the Prosecutor decided to NOT bring any criminal charges. This allowed the Town to have a free hand to do as they wished.
The Town had the choice of cleaning house or sweeping the dust under the rug. It chose the latter.
The election was solely the Civil Government, not the PD. The Mayor and council had the choice, not the Department about which they had to make decisions.
The government not only had the "hit and run" scandal that was most public. It also had video evidence of improper access to the evidence locker and testimony concerning illegal orders to file false police reports and possibly destroy others.
The officials had to decide about the departure of the Police Chief. Should be be fired or allowed to retire. If they let him retire, they had to confirm to the State and the Pension System that he was leaving "IN GOOD STANDING". Furthermore, the Town Officials faced the problem of what to do with the police still on the job who created false reports, approved false reports, and conspired with the disgraced to cover up his actions.
I believe the Town decided to try and get out from under by claiming to avoid lawsuits and "do the best they could UNDER THE CIRCUMSTANCES".
With documentary and video evidence, I cannot imagine the danger of creating a police department where each officer knows the cost of lying, cheating and covering up. The Town gave up the opportunity of telling the public exactly what happened. Transparency was traded for a contract with the former Chief in which CONFIDENTIALITY was required by the Town.
The mental gymnastics of the Town in arriving at its "easy way out" would be very interesting.
