Police Supervisor Texting While Providing Safety Services: Neglect of Duty?............. TFoTM reaches 100,000 hits

     Yesterday afternoon, the efforts to make the pedestrian crossing located at the cul-de-sac'd intersection of Central Ave. & Cambridge Rd. safer, continued.  Westfield Mayor Andy Skibitsky has previously claimed that the location is the safest location for the crossing.  This claim was made before construction crews had to erect additional warning signs, flashing lights, excessive paint striping, and "pavement pictures."  
     Yesterday, under the watchful eye of Union County's consulting engineering inspector, and a Westfield Police officer (see pictures below), numerous trees along Central Ave. had to be trimmed to allow motorists the ability to better see the pedestrian light on approach.      
     TFoTM asks Mayor Skibitsky, "could it possibly be that your non-expert opinion that this is the safest location for the crossing has been exposed as nothing more than an excuse for not locating it at the original proposed location of Central & Clover?"

     Westfield Police officer, Detective Sergeant John Rowe was on scene working a "side job" on his day off.  Construction and utility companies are required to hire a police officer at a rate of $52 per hour to assist with traffic and pedestrian safety while work is performed.  TFoTM asks Officer Rowe, "what is more important, assisting workers and pedestrians with traffic safety or texting on your phone?"  Let us guess, you are texting your boss, after you thought we left, to let him know TFoTM was on the scene?  TFoTM hopes that for Sgt. Rowe's sake, Westfield Police Chief John M. Parizeau will look at this and treat it the same way he did when he caught a "Police Supervisor" stealing time.  Sgt. Rowe, do you think Chief Parizeau will want to "start off with a clean slate and move on, again?"  Hasn't your "slate" been cleaned several times?"  Is the "gravy train" running out of steam?  Just asking of course.  In the past, officers have been suspended from working "side jobs" for rules and policy violations regarding cell phone use.

  2. The chief won't suspend him from sidejobs. they are friends. He will continue to work the jobs while on terminal leave from the department getting paid full salary and another $52 an hour to neglect his duty.

  3. Mayor, mayor, mayor. Yesterday after the crews had left I used the light twice. It saddens me deeply to report three cars blew right through the solid red light. One women never even saw the light or realized after the fact that she had just run a red light. It was comical to watch her face as she remained focused on the task at hand, driving down a very busy road. Another driver who had run the red light freaked out after the fact for what seemed like fear of getting a ticket in the mail if a camera had snapped his plate #.
    If your true objective mayor and council is to make this crossing safe than I would encourage you to do what we've been trying to tell you for the last nine months. The crosswalk needs to be at the intersection. Your stubbornness and unwillingness to listen to reason is beyond comprehension.
    It didn't surprise me at all yesterday after the completion of what is the most absurd warning system anyone has ever witnessed short of a freight train crossing in the middle of a highway, that motorists continued to blow right through the light. Do you realize you and your council members look like idiots. It's as if in your arrogance you actually believe you can rewire the human mind. I hate to be the one to break it to you, you can't. Motorists are wired to stop at INTERSECTIONS, period. What the hec is wrong with you? I'm really beginning to think you've gone mad.
    Residents of Westfield please wake up before it's to late and there is an inevitable accident again at this ridiculous location.
    And by the way when I left my driveway yesterday afternoon I pulled up next to the officer and asked him if the next thing they're going to put up is a Ferris wheel and his response was "fireworks". Pretty funny huh?

  4. Something just occurred to me. You know how when you tell a lie and get caught you try to cover it with another lie and then another lie until eventually your so mired down in lies you don't know what the truth is anymore.
    Does anyone else see the similarities in the mid block crosswalk. The layers upon layers of measures being taken in a futile attempt to make this a safe location.
    Mayor and council you are all so caught up in a desperate attempt to prove you're right when it's so obvious that you're wrong that all the layers and layers of warning signs in the world are not going to change the fact that you've made a mistake.
    Similarly all the lies in the world will never change the original lie into the truth.
    And ya know what else? You still haven't done anything to make it safer for Mrs. Enculescu to exit her driveway without putting her or anyone in a terribly compromising situation.

  5. Officers have been subject to discipline for using their cell phone on duty and also for not reporting a rules and regulations violation (ie. N.N. and V.H.)

    It will be interesting to see if this violation is dealt with in the same manner or will Rowe "skate"? Will out internal affairs officer Chris Battiloro investigate this photograph by tfotm? Hey Chris, IA has to accept anonymous complaints, here is one. John Rowe violated a policy about cell phone use on a side job.

  9. The police officer need not provide traffic and pedestrian safety. Ask Mayor Andy "I'm always right" Skibitsky, he will tell you how safe the area is. Waste of $52 an hour if you ask me.

    Your picture is outdated. One hour after the picture was taken, even the post of the pedestrian crossing sign got a new color: bright fluorescent yellow, and two large bright yellow signs ”pedestrian crossing” were hanged from the traffic lights.
    After all these improvements of “the safest place” in Westfield, at 3.15 PM, a school bus/van with the license plate ending in B299 instead of stopping at the light, landed in front of my driveway, 2 feet from the crosswalk where the cross guard was already on. Unfortunately, this happens too often.

  12. The Department wont do anything to One Way Rowe. The never have and never will. Look what they did to him when he couldn't work well with others in th DB. They gave him Morgans job. Not much of a punishment for creating a hostile work environment.

  13. With each new phase of warning signs indicating a pedestrian crosswalk is ahead the guilt of this being a mistake grows ever deeper. I am terrified of what it's going to take for the mayor and council to recognize their mistake.

  16. There have been many "mistakes" over the years with traffic patterns, bump outs have been removed, speed bumps have been paved over, left hand turn lanes have been blacked out lights in the middle of the block have been moved to intersections. Just do it!

    Yeah thats a good one Carmen Kayyyyyyyyy! I don't know, but it sure looks like the circus arrived when Parizeau was made chief and Wayman was made the ringleader. New York might have the Big Apple Circus and Ringling Bros. has the "greatest show on Earth" but they sure don't compete with Parizeau's PD Pup-Tent Circus.

  18. John Rowe: Stole time on numerous occasions that the Chief could prove, but nothing happened. John Rowe was removed from the Detective Bureau because of his inability to provide leadership and his complete failure at conducting proper investigations, but nothing happened and John Rowe had a complaint filed against him by an Afro American Detective for harassment but again it was covered up and nothing happened. Do you really think that there will be any discipline applied to him for texting. He along with the other Tracy posse members will remain untouchable.

    You need to remember.......John Rowe has a disorder. Its called OCS. He is unemployable, except for the WPD. Put him back in Patrol, lets see how long he lasts.
