As per the superior officers union contract, Westfield Police Chief Chris Battiloro can promote from the top 3 candidates on the list after final scores are tabulated.

Note: After the promotion of Sgt. Nicole Tango Stivale and Sgt. Marcin Kapka, Sgt. John Tango, allegedly previously arrested by the New Jersey State Police while off duty, will sit #1 on the list while Sgt. Leonard Lugo, demoted to sergeant as a result of his involvement in authoring the hit & run accident report in the alleged cover-up of disgraced former police chief David Wayman’s hit & run accident, sits #2.

What a cast of characters. So let me get this straight, Nicole Stivale aka Wayman’s secretary and rat gets promoted while her cousin and Wayman lackey little Johnny Tango waits in the wings. Then Kapka, a supporter of racial profiling, gets promoted while the great report fabricator Leo Lugo waits for another turn at LT.

ReplyDeleteThis is a direct result of the "politic" decision to let Wayman resign without any repercussions. The Town's desire to "avoid lawsuits" and get the "best deal we can".
ReplyDeleteIf the Mayor and Town Attorney had displayed any backbone, if they even considered the effect of their "easy way out" decision, the present PD would not be in the predicament it presently faces.
What does the Mayor and Town Attorney say now in private with the Chief? The Mayor is deft in getting rid of people she doesn't consider to be supportive of her aims. Now is the time to set NEW standards for the position of Captain and Lieutenant.
The Department is now very young. It seems to be suffering from the remnants of the Tracey and Wayman appointments. It would seem reasonable under the circumstances to check and see if a geographical impediment might be established. No one whose appointment originated in Linden need apply.
Seriously, the Mayor and Town Attorney should sit down with the Chief and PRIVATELY listen to what they have done and what they can do about it.
So then Tango, Lugo, Walsh are now 1, 2, 3, on the current list after the Stivale and Kapka were promoted. That’s one hell of a remaining list. Two guys loyal to Wayman and another desk jockey.

DeleteNah, the current chief played the game to climb the ranks. His loyalty to Wayman stopped at the door of Wayman’s office. He did what he had to while the narcissistic power monger was out of control. Best thing to happen was his termination.

It seems to be a given, at this point, that a false police report was filed. The Chief has resigned "in good standing" pursuant to the direction of the civilian government.
That left in place the writer of the report, the officer who approved it, and the officer who had his original report destroyed or just annulled. The writer was demoted but continues to enjoy all the benefits of his position. What's more, he is a constant reminder to every other policeman that you can " get away with it" in Westfield if you threaten to make waves.
The civil authority, elected on oaths of honesty and transparency, don't seem to have any compunction about back room deals cemented by confidentiality clauses required by them.
The original problem is quickly covered up but the residue just sits there waiting . We now can see the results.
It would seem that the administration must hope we don't need a new lieutenant before this list expires. If the administration did what it was supposed to do when the problem arose, it would have a clean slate upon which to build a department that is both honest and transparent, two traits woefully lacking in the civil government.

DeleteIf a Patrol Or DB LT position opens up, the Chief has choice of top 3, Top 3 after promotions (1 Tango, 2 Lugo and 3 Walsh). The Town will create a Records LT and promote Walsh and leave him in Records. That would then make Top 3 (1 Tango, 2 Lugo and 3 Ostrander) and at that point make Ostrander LT. I highly doubt Tango or Lugo will ever get promoted again.
