Another Car-toon......Undercover Under The Covers?

The town owned vehicle Westfield Police Chief John Parizeau operates is an "undercover confidential vehicle and is covered under N.J.S.A. 47:1A-1.1 as an exemption to O.P.R.A requests because of security measures and surveillance techniques."  What "surveillance techniques" were going on here?
