Westfield Police Chief David Wayman has created another layer within the investigative branch of the police department.
TFoTM has obtained a copy of General Order 2016-04 that clearly defines the duties of the Community Response Tactical Unit. The purpose of this unit is not much different than the duties of the current staff of the police department including detective personnel and patrol officers.
Wayman states that these "highly trained and appropriately equipped police officers" will respond to the "ever-changing criminal enterprise" lurking in and around town.
Could this be the renaming of Westfield Police Deptartment's Emergency Services Unit (ESU) or is it a weak attempt to provide another title and/or resume booster for a current captain and sergeant?
Westfield town administrator Jim Gildea and Mayor Andy Skibitsky have to question, on behalf of Westfield taxpayers, how much this redundant layer of investigative services will cost, considering Chief Wayman's intent to "appropriately equip" this unit.
A quick Google search of "Community Response Tactical Unit" and it's easy to find where Chief Wayman found the verbiage for his new general order. Westfield S.W.A.T. In a neighborhood near you.

DeleteThis is the result of the Chiefs brainstorming during all those long long long long lunch breaks with his secretary, the one he lets drive the hummer. The chief loves hummers, especially at lunchtime. Only a matter of time before he costs the town another lawsuit settlement for workplace dalliances.

DeleteWestfield police chief Dave Wayman's mentor Barney Tracy got caught up in a relationship scandal with Detective Sandy Chambers that cost a couple hundred thousand dollars in a settlement when she allegedly sued the town, the police department and her boss. Wayman appears to be falling on his own sword of arrogance or the one passed down from Barney should the latest rumors pan out.
ReplyDeleteThe town will be in another predicament, not if, but when the secretary sues for sexual harassment should she feel compromised. This is a no win situation for the town and the chief's indiscretion is to blame if these rumors hold true.
Mayor Andy Skibitsky and town administrator Jim Gildea were warned about Wayman as far back as 2009 and again in 2010 and dismissed the warnings. They will be held accountable in the event this alleged relationship between the police chief and his secretary is proven to be more than a professional one.
Wayman has had a history of putting the town in jeopardy with potential litigation and out of court settlements as far back as his days as a patrolman and again as a police academy instructor and WPD patrol supervisor.
Is it true that he was kicked out of the academy as an instructor?
ReplyDeleteAllegedly, yes.....as a result of alleged harassment complaints. Not surprising considering his anger issues and other character flaws including public intoxication and his penchant for chatting up women (Applebee's, Clark NJ)
DeleteWill this new unit require more police vehicles? If so, they will need to build a parking deck in Mindowaskin park soon. If one walks around the Municipal Building, it is hard to believe you are still in Westfield. ESU units, Mobile Command Center. Almost always sitting idle. Huge number of vehicles. Someone in the department is clearly delusional. And the Mayor and Council seem to set no limits. Is a WPD Helicopter in Westfield's future?
ReplyDeletePerhaps Chief Wayman can contact Robert Mount of Power Innovations of Utah and get another questionable discount on some S.W.A.T. Equipment he obtained with his great negotiating skills as Westfield Councilman Sam Della Fera alluded to at a town council meeting, on video, when Westfield purchased the mobile command center? Public contracts bid on by vendors include a non-collusion affidavit to be signed by both the seller and the buyer. Bids are sealed, so where does the negotiating come in Councilman Della Fera? We shall find out in the near future.

ReplyDeleteI seriously doubt our illustrious Mayor Skibitsky would send his Republican approved, "questionable" and quite possibly underhanded purchase of a command center, down to Philly for a Democratic event.
