was created in 2010 after then mayor Andy Skibitsky refused to accept that corruption in the police department was led by the very people he and his town council were allowing to be promoted.
In 2009 and 2010, I met privately with Skibitsky, and town attorney Robert Cochren, and warmed him of David Wayman, who despite my warnings, would go on to become police chief, sworn into office by Skibitsky’s Acting Mayor JoAnn Neylan.
Wayman was ultimately forced out when TFoTM exposed his 2018 motor vehicle accident at the conservation center, that he had covered up as a hit & run with no suspects, when he drove a town vehicle with a plow, into a parked Union County Prosecutor’s Office vehicle. A subsequent investigation exposed Wayman’s thefts from the WPD’s evidence/property room.
Wayman and a Det Lt. Leonard Lugo allegedly broke a lock on the WPD evidence/property room and stole evidence that had been seized in a search warrant of credit card fraud suspect Harpreet Singh of Iselin.

Wayman’s accident took place in the very same lot at the conservation center where the DWC container is located, that was entered into and the photo opp of DWC property (tote bags) took place.
In 2012, I was subpoenaed to appear before a Union County Grand Jury to testify how I receive confidential/classified information that I expose on my blog. This was after I had exposed the blood alcohol numbers (BAC) of two Westfield crossing guards that had left the Knights of Columbus on North Ave. after their crossing guard shifts, and struck a woman on North Ave. She died. The NJ Star Ledger contacted me for information because even their reporters could get nothing.
I had also exposed a internal memo/letter written by Wayman’s predecessor, Chief Parizeau, that exposed theft of time by WPD supervisors and that Chief Parizeau was not going to discipline them. One suspect, Det. Sgt. John Rowe, was friends with Parizeau.
The exposure of these, and other confidential investigations and coverups, on my blog www.07090.blogspot.com, angered the Skibitsky administration and the corrupt police officers I exposed. Hence the subpoena. They appeared to be more concerned about the sources leaking information of corruption than the corruption itself.
The blog speaks for itself. Many people may not like what they see but I challenge anyone to refute facts.
I was successfully defended by the ACLU in 2012 when the subpoena was issued, ultimately protected under New Jersey’s Shield Law that protects reporters from revealing confidential sources. It extends to bloggers as well.
In the coming days, I will expose information that will paint a picture of collusion that led to Rory Chadwick’s libelous Facebook post that he has since apologized for after receiving a cease and desist letter from an attorney representing a local businesswoman that the post had defamed. When I saw the original post on his Facebook page, I commented that he was wrong in his presentation and that it appeared he had been fed misinformation. The post appeared to have been “massaged” with information Rory could not have obtained himself. He had help.
I ask all to be patient as I piece this together to present my findings in a logical and chronological order that will certainly expose others involved.
People often attack the messenger and not the message (facts). I ask you to attack the message, refute the facts and information instead of attacking the messenger presenting the information.
As a respected retired detective once told an inquiring resident about my blog when the resident asked if the information on the blog is legit.
The detective’s response, “99.999%.” That detective witnessed what I witnessed during my career as a Westfield police officer. The only difference, I couldn’t remain silent. I chose to expose it.
I support the good men and women of the Westfield Police Department that serve this community with honesty and integrity.
I’ve lived in Westfield since 1972. I love this town. I will do what I can to rid it of the corruption I witnessed prior to my retirement.
The only difference now, Town Administrator Jim Gildea no longer has his lemmings in charge of the WPD and I won’t be silenced.
