The following letter was obtained by The Fact of The Matter. It was allegedly sent to town officials warning them of the consequences should they promote David Wayman to police chief. Wayman was eventually sworn in as police chief on April 24, 2012 by Acting Mayor JoAnn Neylan in the absence of Mayor Andy Skibitsky. Wayman’s tenure as police chief was nothing short of misconduct and corruption ultimately leading to his resignation in the wake of a Union County Prosecutor’s Office investigation into Wayman’s coverup of his hit & run accident and theft of property from the Westfield Police Department’s evidence/property room.

That’s a bold allegation. Sergeant Penn may be many things, but a racist, he is not.

ReplyDeleteThis letter is a reminder to those of us that worked at the Westfield police department with Barney, of the tumultuous times we witnessed as Barney turned the department into a haven For his cronies where nepotism, greed, criminal conduct, abuse, and treacherous behavior was rewarded.
ReplyDeleteThere are those that witnessed firsthand, parts of what has been illustrated in this letter, and know the truth behind what the author(s) have documented.
What could’ve and should’ve been stopped, wasn’t and it allowed the department to spiral out of control which will take decades to fix due to Barney Tracy and Dave Wayman’s spawn being elevated to positions of authority within the department. There are still a few left.
Today is Nagasaki Day. Perhaps the rest of this bombshell will be dropped before midnight??
ReplyDeleteYou've done a lot of good work over the years, but these people are now gone. When do you move on or focus the site on another area of government like the county. Nothing can happen to these people who have retired unless you have a criminal accusation to bring forward.
ReplyDeleteThe statute of limitations on official misconduct is 7 years. Disgraced ex-police Chief/Thief David Wayman, fabricator of a false police report and demoted Sgt. Leonard Lugo, and alleged theft accomplice Sgt. John Tango, all fall into that time frame for a few more years.

Under the new prosecutor Lyndsay Ruotolo, perhaps the case can be re-investigated.
I made an appearance at the Union County Freeholders last meeting before Covid-19 shut down in-person attendance, to address the freeholders on the crimes committed.
These posts keep the story alive and serve as a reminder that Mayor Andy Skibitsky and his administration, along with Town Administrator Jim Gildea, allowed the corruption to take place by ignoring the many warnings.
