7 Year Statute of Limitation on Official Misconduct

Will someone please explain to Westfield taxpayers, how a corrupt police chief could retire in good standing from the Westfield police department after a search warrant was allegedly conducted on his home, to recover property stolen from the WPD’s evidence/property room?

There is a 7 year statute of limitations on official misconduct. This thief retired August 1, 2018.  The clock has not run out on filing criminal charges against disgraced ex-police thief David Wayman.

What did this clown have on town officials that allowed him to slither into retirement in good standing without facing a Union County grand jury for theft?
