Mayor and Town Council......"Can You Hear Me Now?"





     Everyone nowadays has a cell-phone at their disposal.  Whether it is for personal or professional use, or both, everywhere you look, someone is on a cell-phone.  The Town of Westfield is no different. (See online poll to the right of this blog page.)
     When we say “Town of Westfield” we don’t mean a town on the map, we mean the entity, the governing body, the departments, the personnel. 
     Westfield taxpayers pay for almost all of the “Town of Westfield’s” expenses.  Except for grants, donations, and state or federal aid, the money necessary to ‘float” the Westfield mortgage and pay the Town’s bills comes out of the wallets of the Westfield Taxpayer.

     The Fact of The Matter has obtained one such bill for Westfield Police Captain David Wayman’s Blackberry Cell Phone issued to him by the Town and paid for by the Westfield Taxpayer.

     In September of 2010, Captain Wayman traveled to the city of Toronto in Ontario, Canada allegedly for a softball tournament.  During his visit he made and received numerous phone calls on his town issued Blackberry Cell Phone.  The calls made and received are listed below and the cost of these calls, to the Taxpayers of Westfield, totaled approximately $124.00. 
     The Fact of The Matter questions the usage of Westfield taxpayer $$$ to accommodate Captain Wayman’s necessity to make personal phone calls on the Taxpayer’s dime. 
     Were all of the calls “business” related to David Wayman’s employment as Westfield Police Captain?  Doubtful.  Were there not others, in the Westfield Police Department, left in charge while Captain Wayman was away and “out of town?”  Does Captain engage is micromanaging from a foreign country? 
     The Mayor and Council preach fiscal responsibility in these tight financial times.  It might be prudent for those issued phones paid for by the Taxpayers of Westfield to practice some restraint when placing personal calls on the Taxpayer’s dime. 
     We find it amazing that when a policeman goes to Canada to play softball his cell phone bill continues to paid for by the Town/Westfield taxpayer.  There is no indication that during his trip to Toronto there was any emergency in Westfield that required his immediate telephonic attention.  In reviewing the phone record, perhaps Cranford required more attention than anyone else. 
     The following phone charges only represent one weekend in September of 2010 of only one town employee's cellular phone usage .  How many hundreds of dollars has Captain Wayman cost the Taxpayers of Westfield with regards to any overage in his allotment of minutes, costly roaming charges, or calls made outside of the Verizon cell phone plan’s coverage area, during any other time frame?    

     How many thousands of dollars does Town owned cell phone usage cost the Westfield Taxpayer?

  1. So the Town gives him a phone for work and he calls Cranford? But lets play fair. Does the town incur charges for calls made or do they have a flat rate plan? If it's a flat rate plan, who cares who he calls.

    Now I also feel like I stepped into a trap. Let me guess.... Yes they are on a plan but once a user leaves the US the plan is out the window.

    How do you come by this stuff? A copy of the bill would help prove your point....

  4. Please let the record reflect that this guy did check his voicemail..... And I use my company phone for personal use all the time. I have to carry it so it is expected that I would us it. None of the calls are work related and that is bothersome. And who is he talking too at 4 in the morning in Toronto? That's odd. I guess sleep wasn't an option that night.

  5. Captain Wayman's phone records of his town issued Blackberry, which are public record, were obtained through an O.P.R.A. request. (Open Public Records Act) The purpose of this request is two-fold. The phone bill was requested to expose the Mayor's claim that the Town's Finance Committee constantly reviews expenditures to look for ways to save money. Recommendations have been made to Mayor Skibitsky and the Town Council and they continue to ignore the recommendations. The phone bill information was copied and posted. The second reason for posting the record is to expose the arrogance of some that believe the taxpayer's of Westfield are expected to open their wallets without question. The actual Verizon phone bill in The Fact of The Matter's possession could not be posted due to the inability to convert the PDF file of the phone record into a JPEG file. Once that is done, we will post the phone bill. We can assure you that the calls made and received as shown in this blog post are an accurate duplication of the phone record that we received from the Town of Westfield. The Fact of The Matter does not contest any calls made, private or job related, so long as the private calls do not incur a fee as the calls Captain Wayman made and received from Canada did. If Captain Wayman is required to carry the phone, it should only be used for work related calls if those calls incur a fee. Any personal calls made that incur a fee, Captain Wayman should be made to reimburse the Taxpayers of Westfield.

  6. Great job. Now could you acquire a list of all the take home cars, the make and model, to whom they are assigned, the position they hold and if said position requires this added luxury that we as tax payers are paying for? Let's see that one.

Instead of cutting salaries and benefits of the rank and file...how about taking cell phones away(let the ones who have cell phones pay for it themselves and use it as a nonreimbured business expense on the income taxes) the city of Linden did that and save over 100k a year...Hey Tuba Lips how does it feel looking over your sholder waiting for the shoe to drop....Hey John did you read this..???...FYI even if they get their own cell phones they are obligated to make their phone records public during working hours....ask Piano he knows.....Nice hat Vinny....

  11. for the record....Piano is on light duty for whatever reason....our tax dollars are being spent on him when he can retire and no longer be a burdon to the town...why hasnt he been pushed to retire...they will fire a person and threaten a war veteran with the same but they will keep this load on the payroll....time to go Mayor....why havent you acted....

    1. We all know what Wayman is all about so the real question should be: why are tax dollars being alloted to pay for Davey to CORRESPOND with his Girlfriend(S)

    2. Their is a policy currently in place at WPD which outlines that Department issued cell phones will not be used for personal use, A policy that has recently been used to discipline other members of the Department. Is Davey above Departmental Guidelines?

    3.Why is it that when your OPRA request was granted by the Department for Waymans cell phone usage numbers were censored out based on Departmental Ongoing Investigations, Are the Captains girlfriends under investigation or is his friends in the corner offices supporting his infidelities and immoral behavior?

  13. I am so happy to see how the hard earned money that I make is being spent in this town. I have to pay my own cell phone bill and now I have to pay for Captain Tuba Lips to abuse the use of his phone? Why doesn't Gildea do something? Oh that's right - they are friends. Hey Council, instead of harrasing that poor woman in Central Ave, check out the wasteful spending in Town. DPW on furlough days and Capt. Jerkey calling his girlfriends from Canada and driving the BMW for his personal use. WAKE UP....

  14. Aside from Captain Duh Waymans cell phone costs, what was the cost to build him a brand new furnished office? than two years later build him a bigger furnished office to fit his ego. Two offices that were not needed for the prior Captains. Also the costs for his BMW that had new tires, complete service,tinted windows detailed, high end police radio and new covert light package installed, no other Captain ever had a high line vehicle, speaking of his BMW do the taxpayers pay for gas when he travels to sports autograph shows ,softball tourneys and the weekly go go bar run. One would think that the Captain would have learned a lesson not to park his vehicle at go go bars after losing his department issued side arm.....lets save that for another days blog. Do the taxpayers also pay for his home computer and surveillance system that he utilizes to keep a watchful eye on his employees? DEAR TOWN COUNCIL WITH THE THOUGHT IN PLACE THAT CHIEF PARIZEAU IS RETIRING PLEASE DONT DROP THE BALL AGAIN AND ALLOW TRACYS PODIGY TO BECOME CHIEF.

  17. With 27,000+ views of this blog, it is certain that at least a few of those viewers have to be members of the Town Council,including The Mayor. If everything that "The Fact of The Matter" has exposed is true, I'm confident that they will not fall prey to cronyism and select the right successor to the throne....that throne being the one vacated by Parizeau,not the porcelain one of Wayman.

OPRA Waymans overtime for the last three years and not only is his cell phone utilized at 4am his overtime will show that the taxpayers dollars are going towards his TIME AND A HALF AFFAIRS in the middle of the night. Also what is the status of the complaint that went to the UCPO against him because I wanted to know if a TAMPERING WITH WITNESSES charge is being added due to Wayman trying to sway witnesses that work for him...............THATS CRIMINAL
