Salary Range Ordinance Amended, Retro Raises Brokered for Non-Union Employees?

The following Ordinance information was found in the June 16th edition of the Westfield Leader Newspaper.

  GENERAL ORDINANCE NO. 1980

AN ORDINANCE TO AMMEND GENERAL ORDINANCE NO. 1937 ENTITLED "AN ORDINANCE TO AMMEND THE CODE OF THE TOWN OF WESTFIELD CHAPTER 2, "ADMINISTRATION," ARTICLE II, TOWN OFFICERS AND EMPLOYEES, DIVISION 3, PERSONNEL POSITIONS AND SALARY SCHEDULE, "SEC.2-12.28, "SCHEDULE."

BE IT ORDAINED by the Town Council of Westfield in the County of Union as follows:
SECTION I.  That the Code of the Town of Westfield be and hereby amended by revising Section 2-19.28 "Schedule," in Chapter 2, "Administration" Article II, "Town Officers and Employees," Division 3, "Personnel Positions and Salary Schedule," so that the same shall read as follows.

     The base salaries for 2010, found at http://www.app.com/datauniverse/ for the above listed non-union employees, are above the salary range listed in the 2011 salary schedule of the amended ordinance 

    Labor unions representing Westfield employees in labor negotiations, accepted 0% raises for 2010. 

    The APP database revealed that in 2010 the Westfield Police Chief, Fire Chief, and DPW Supt. all earned above what the amended ordinance entitles each department head's salary range to be.

     Westfield Town Administrator Jim Gildea is listed by Data Universe as having earned $142,144 in 2010.  The amended ordinance lists a salary range of $100,997 - $160,830.  Could the Westfield Town Council be anticipating giving Mr. Gildea a 6% plus raise?  

     Westfield Town Clerk Claire Gray is listed by Data Universe as having earned $83,272 in 2010.  The amended ordinance lists a salary range of $54,968 - $88,948.  Could the Westfield Town Council be anticipating giving Ms. Gray a 6% plus raise?
